Prior to Spring Garden Lending, Jay cofounded the Philadelphia - based Valley Green Bank in 2005. As President and CEO of the Bank, Jay grew the Bank to over $400 million in assets, managed 60+ employees, and opened 3 branches and 2 commercial loan centers. By 2013, Valley Green Bank was named one of the top 10 highest performing community banks in the country. In 2015, the Bank was acquired by Univest Bank and Trust Co.

In 2015, Jay cofounded Spring Arts LLC, a real estate investment company focused on revitalizing Philadelphia’s Callowhill neighborhood. In addition to helping to identify, negotiate, and structure real estate acquisitions, he spearheaded the effort to raise $30 million in equity and $35 million in debt.

Prior to founding Valley Green Bank, Jay was a business lawyer and partner at Kleinbard LLP in Philadelphia, which he rejoined as “of counsel” in 2016. Jay’s practice areas include real estate, finance, merger and acquisitions, and private equity.

Jay is actively involved in the Philadelphia civic community as Vice Chairman of the Delaware River Waterfront Corporation; Chairman of the Loan Committee and Board Member of Philadelphia Industrial Development Corporation (PIDC); President of a Mastery Charter School Foundation; and a Board Member of the Committee of Seventy.

Jay received his bachelor’s degree with honors from the State University of New York at Binghamton and his J.D. from American University, Washington College of Law where he received the school’s Outstanding Graduate Award.
